Interstate Compact on the Placement of Children (ICPC)
NFI’s ICPC program provides kinship placement and supervision to children who require out-of-home placement and whose birth families reside outside of the state of Pennsylvania.
ICPC staff within the Philadelphia Department of Human Services (DHS) identifies potential kinship resources in Philadelphia for the child needing out-of-home placement and it is NFI’s job to screen, train, evaluate and ultimately approve the identified kinship resource.
NFI works with the DHS ICPC staff and the sending state to facilitate placement and help ease the transition of the child to the kinship resource and the Philadelphia area.
Upon placement, NFI provides case management services to the child, kinship family and when applicable the birth family while permanency options are being explored, and provides guidance and resources to the kinship family during the time of transition.
